Hunter's Targeted Killing is a brief treatise on the concept of "targeted killing" and how it fits into foreign-policy strategy. Weighing in at just over 100 pages, Hunter's book reads much like an advanced paper on foreign policy from a think tank or a professional journal. That's partly because the author has written for professional foreign-policy journals, and has been a foreign-policy professional as an intelligence analyst with the Defense Intelligence Agency. He also holds a master's degree in "unconventional warfare" from the American Military University. It's also partly due to Hunter's objective, which is to write about a potentially divisive topic in a dispassionate, informative manner. The author does not judge his topic emotionally, but as a practical tool in terms of foreign-policy strategy. Targeted killing, as Hunter defines it, is a "purely defensive act," and more specifically, "the premeditated, preemptive, and intentional killing of an individual or individuals known or believed to represent a present and/or future threat to the safety and security of a state through affiliation with terrorist groups or individuals." Hunter differentiates this from assassination, which he defines as more of a political act. The author cites examples from Britain, Israel, and elsewhere in the Middle East of successful and unsuccessful accounts of targeted killing. He concludes is that it's effective in a tactical and operational sense, but limited in terms of overall strategy, with risks political and practical. It may slow down a terrorist organization, for example, but also allows them to use the killing as a recruiting tool. It may also isolate a state politically. Hunter lays out his case in a fairly simple, straightforward manner, although his academic language is not necessarily aimed at the casual reader. "Thomas B. Hunter served as an intelligence analyst with the Defense Intelligence Agency specializing in Homeland Security, Detainee Support, and Latin American narcoterrorism. While serving in the Weapons and Tactics Branch, Mr. Hunter specialized in analysis of terrorist tactics, techniques, and procedures (TTP). Mr. Hunter has written for such publications as Jane’s Intelligence Review, Jane’s International Police Review, and U.S. Naval Institute Proceedings. He has published over 100 articles on a variety of counterterrorism and security subjects and served as the editor of the Journal of Strategic Security and the Journal of Counterterrorism and Homeland Security International. Mr. Hunter holds a Masters Degree in Unconventional Warfare from the American Military University, a Masters Degree in International Security Studies from the University of St. Andrews, Scotland, and an undergraduate degree in English and American Literature from the University of Southern California."

Highly Recommended... this is a great book!

I don't normally post reviews, but I wanted to take a minute to recommend this book. Like most folks, I follow the news on a daily basis, whether on CNN, BBC, or the local news. But, I often find that some of the stories pertaining to terrorism/terrorist attacks seem to raise more questions than provide answers. I am often wondering who these groups are, where do they operate, why do they do what they do, and most importantly, what policies could we implement to counter-act these terrorist groups and their activities. This book goes a long way to explaining one aspect of that - the targeting of specific terrorists in order to stop specific incidents from occurring. While the author admits that this counterterrorism policy (for lack of a better term) isn't always the correct solution, the argument he presents did get me thinking a lot about this aspect of fighting terrorism. I recommend this book wholeheartedly - hopefully people will grab a copy so that we can all have some better insight into countering terrorism. Highly recommended!!!

A primer for a tough subject

Except for the use of torture in interrogating terrorist prisoners, no other topic in the field of counterterrorism generates as much heated controversy and debate as "targeted killing." In this small but comprehensive book Thomas Hunter provides counterterrorism scholars, analysts, and experts with a much needed primer that defines, explains and discusses the practice of targeted killing. Hunter begins by distingushing the difference between assassination, which he defines as the premeditated killing of a prominent person for political or ideological reasons, and targeted killing, which he asserts is a valid method of state self-defence in the war on terrorism. Despite a number of serious legal and moral issues raised by opponents of targeted killing, Hunter makes a well reasoned, clearly articulated and altogether persuasive case for using it as a defensive tactic against terrorist threats. Backed by exhaustive research, he explores the legal and moral issues involved, the position of the United Nations on a state's right to self-defense and preemption, and includes a sensible discussion of how targeted killing may be used to prevent the spread of weapons of mass destruction. Hunter also reviews several case studies of targeted killing by the US, Israel, and Great Britain. In addition he provides a most useful appendix of selected international instances of targeted killing between 1973 and 2004. Soon after taking office, President Barack Obama quickly made clear that his administration intended to continue the policy of targeted killing, primarily through the use of unmanned armed drone aircraft, against radical muslim terrorists in Iraq, Afghanistan, and the border areas of Pakistan. This policy is unlikely to change in the foreseeable future thus making Thomas Hunter's seminal book a required tool for understanding the growing complexity of the struggle against terrorism.

The best defense is a good offense

Voltaire was speaking cynically of the double standard of morality as it applies to soldiers at war. To be fair, a nation's military has different responsibilities than does its common citizenry. But even in this arena, there is apparently an even more specialized role (operating under an equally more nebulous cloud of moral ambiguity) for those who espouse the theory put forth in the title of this review (General Carl von Clausewitz, Prussian military strategist and author of "On War"). And while even Monday Night Football announcers recite this stratagem nowadays, the idea of preemptive self defense is apparently not a new one, although the increase in asymmetric warfare (see War on Terror) has made targeted killing one more way to put up a fight, though it remains a hotly debated topic.

I enjoyed Mr. Hunter's honesty and insight. Obviously his background in intelligence analysis serves him well in communicating a technical (and generally not commonly known) subject matter. Certainly I learned something from the volume, whether the distinction--made early on--between targeted killing and assassination, or the enumeration of state-sponsored targeted killing actions over the past thirty years.

Unlike most cases of self-defense, justification for targeted killing is not necessarily based on an immediate and direct threat of harm, but rather a strategic elimination of a possible future threat. Essentially it is taking a chance. A huge chance in some cases. And the downsides are myriad. Are the estimates of potential future harm even accurate? What about collateral damage to nearby innocents? Even if successful, will political fallout damage the nation's international reputation?

The War on Terror being what it is, despite all these concerns, targeted killing will continue to be an option for some nations. Indeed, in the absence of a time machine, it may offer the best option for neutralizing a threat before it happens.

The book, with its black cover and lack of publisher (it must surely be self published) has an arresting appearance; it looks like it belongs in the reference library of an intelligence service!

Madeleine Clavell, the heroine of this fast-paced if narrow historical (the first in a planned series), is a former lover of Louis XIV and, unfortunately for her and her family, a Huguenot. When her family is harassed by Louis's dragoons, she goes to Versailles to exploit her past relationship with the king, but her plan backfires and soon her husband is a galley slave, her daughter is sent to a convent for Catholic re-education and she and her sons are headed to Switzerland for protection. There, with the help of a courtier and her unshakeable faith, she reunites with her husband and daughter and escapes the influence of Louis XIV without forsaking her religion. While the importance of faith and surrender to God is repeatedly used as a blunt instrument and many of the characters are thin caricatures, Parsons dramatizes nicely the historical period and its religious strife. Parsons is intent on ensuring happy endings for the Clavells, and readers of a similar worldview should enjoy following the family's travails. (Oct.)

Loved the Characters as well as their story

I find that if I am immediately drawn to the characters and actually care about them that I have trouble putting a book down. This author has made everyone come alive and then placed them in a frightening time period that we can only imagine. She also managed to show us the beauty of it all and I enjoyed it to the last page. A fun and enjoyable read that is inspirational as well. I will watch for the next book! I wrapped this one up to give to my daughter in law for Christmas as I know she will love it too (and won't care if I enjoyed it first!)

Great read!

It took me a couple of chapters to get into it, but as soon as Madeleine went to Versailles, I was hooked and couldn't put it down. If you like any historical fiction, I highly reccommend this. I really cared about the characters and couldn't wait to find out what happened. I'm really looking forward to the next novel in the series.

Life in King Louis XIV's France

Madeleine Clavell lives happily with her husband, Francois, and three children in seventeenth century rural France. King Louis XIV has determined to unite France to one religion, Catholicism, and the result has been the rampant persecution of Protestants. Though Madeleine and her family are Protestant, they have been left alone due to her father's previous service at court and her own youthful dalliance with the King.

Everything changes when the King's Dragoons burst into their lives, demanding housing and wreaking havoc. Protestant children have been forcibly removed from their parents for raising by the Catholic church, so Madeleine and Francois manage to help their two small sons escape with the aid of their Uncle Jean.

In an attempt to stop the tyranny of the Dragoons, Madeleine journeys to Paris. She hopes that she can call on her prior relationship with Louis to prevent the destruction of her family's lives. She manages to meet with him, but he demands a price that she is unwilling to pay. When she returns home she is dealt a terrible blow and it will take all of her faith and fortitude to face the future and the coming trials.

"When your homeland, the hills and trees and rivers where you have built a home and a life and raised a family, is snatched away, where do you go? When the tapestry of your life that you have woven together through the years with the threads of laughter and tears is rent, what patch is used to mend the tear?"

The author based the idea for this book on a crumbling family diary that she happened to inherit from a relative. I love that this story is based on her own family's history and their journey, both geographical and spiritual. As was so often the case in our history (and, sadly, not entirely unheard of today) they only wanted a place to live simply and practice their religion freely. It is a vividly imagined, captivating novel full of adventure. The lovely thing is that, throughout the trials, a sense of hope and deep faith is maintained. I can't wait for the second installment in this series, A Prisoner at Versailles, coming out in the fall of 2009.

...when you want to learn, and you know you're not a dummy

Windows 7 QuickSteps marks a coming of age with the popular QuickSteps series. Although author Martin Matthews has retained the easy-going style and approach that are the hallmark of QuickSteps books, Windows 7 is bound to appeal to both the new user and seasoned Windows professional users.

This is an intense, concentrated documentation that someone who bought their first notebook at an electronics store is bound to sleep with under their pillow--if they can sleep at all with the introduction of Windows' sleek, but hardly intuitive new interface. The book is modular--it's much easier to find your topic of interest with the Table of contents than using the book's index--however, there is a logical sequence from fist pages onward. Chapters 1 and 2 introduce you to Win 7, covering the Desktop, Taskbar, the new Aero features such as task switching, and the invaluable essentials such as using a mouse, finding an application you're certain is on your system, and locating and managing files. From there, the book moves you onto customizing version 7 to suit your needs, and along the way revealing useful, unobvious features the user will certainly want to consider. If you're already a Windows Pro, you might want to pore through Chapter 2: features you're accustomed to from XP--particularly System Restore, how Control Panel is now arranged and categorized, how to turn on file extensions, and the Internet-style hierarchical structure of file displays--will make win 7 a dream come true instead of a nightmare.

Windows 7 QuickSteps then proceeds to "The Good Stuff". Every new users wants to hop on the `net, and Chapter 3 shows you how to configure your connection (both dial-up and high-speed, thank you!), access Internet Explorer, and offers sound advice for the new user about the joys and perils of surfing without firewall protection. We quickly move to setting up your email accounts and using Outlook Express, where Matthews takes the time and space to feed readers the settings they need to work through the dialog boxes. Before you know it, "You've got mail!"

The book spends an appropriately lavish amount of space on tasks, specifically, the tasks someone buys a home computer for: scanning is covered, as is burning a music CD, and movie editing--a feature Win 7 excels at with the new version of MovieMaker. You're not only told how to do things, but on several occasions why you'd want to do things, such as backing up your files and setting permissions for file sharing. You're also treated to a nodding glance at some of the "goodies" that come with Windows: games, a new, enhanced edition of MS-Paint, and utilities such as disk defragmentation--not as fun as playing Free Cell, but still a goodie.

Finally, the author covers networking with Windows 7, the physical type, not social. Every adult whose child has a computer in their bedroom will want to leverage the build-in capability to share files, remotely install things, and send email to Bobby to tell him to come down, it's supper time. Discussions of network cards, connectivity, and how to ensure win 7 recognizes your Intranet connection are clearly explained is succinct steps.

The only area Windows 7 QuickSteps would invite criticism is not an error of omission but due to the reality that this series has a limited page count. If a reader wants to quickly learn how an application works under Windows 7...well, that's a different book. Every application has its own tools, they're located in different places, certain programs don't access Win 7's standard folder and dialog boxes, some use Alt+F4 while other use Ctrl+Q to exit a program. Fortunately, The Matthews' have published numerous other books on popular software applications you might own. Looking at the big picture, however, you can always read the manual to an application to get the specifics, and largely this book keeps its namesake promise to show you how to make the most of the world's most popular operating system.

For users who just unpacked their Dell from Best Buy, Windows 7 QuickSteps will be the "missing manual" to their operating system. For seasoned experts, this book is a must-have quick reference guide. In either case, you'll be up, running, and productive using this book. Mr. Matthews should be as happy with this work as you will be.

Making the complex not so...

Windows 7 Quicksteps by Marty Matthews lives up to the marketing terms on its cover: Easy, Illustrated, and How-to. The format divides the operating system into ten chapters, which are then broken down into short sets of steps for the most relevant information. While not every nook and cranny of the OS is covered, for the non-geek it provides the information you want without wading thru pages of geek-speak. The tone of the author is that of a fondly remembered teacher. The colored illustrations are outstanding and help a lot bringing a "mind's eye" to the information. In any case, if you're looking for a good primer on this new OS, which looks to be a winner, you won't be disappointed with this book.
